It appears to have been completely nickel plated, and partially painted over.
The outline of the headbadge can be seen. It appears to be round with two cut aways, the screw holes are on the side. At first I thoiught that it might be a Westfield or a Columbia, but none of my Columbia nor Westfield badges are close.
